Sapporo Yurigahara Park Park-PFI LiLiLi — Sapporo's First Case, Community-Led SPV Park Operation
Yurigahara Park in Kita Ward, Sapporo opened the park interaction facility 'LiLiLi' on October 25, 2025 as Sapporo City's first Park-PFI (Public Offering Management System) project. It is operated by the special purpose company 'YURIGAHARA PARK FUTURE LAB,' led by the general incorporated association SAPPORO PLACEMAKING LABO with local companies including Marumi Coffee and Soushin Construction—a community-led Park-PFI case.
SENNAN LONG PARK (Sennan Rinku Park) Park-PFI — Three-Party Collaboration: Osaka Prefecture Land + Sennan City Lease + Daiwa Lease
Sennan Rinku Park 'SENNAN LONG PARK' in Sennan City, Osaka is a coastal resort-type Park-PFI where Osaka Prefecture-owned land is leased by Sennan City, with a consortium led by Daiwa Lease developing and operating under Park-PFI. Selected through 2017 competitive public recruitment and opened April 2020 as Kansai's largest recreation + leisure hub.
Yokohama Odori Park Park-PFI (Kannai Station Area 3-Zone Split) — 4-Company Consortium of Mitsui + Tokyu + Keikyu + DeNA
In October 2024, Yokohama City decided the Park-PFI operator for Odori Park Zones 1-3 in front of JR Kannai Station: a 4-company consortium of Mitsui Fudosan + Tokyu + Keikyu Corporation + DeNA. Basic agreement signed in February 2025, completion planned for spring 2027. This article explains the 3-zone split design (rest / vibrancy / interaction) as Yokohama's first large-scale Park-PFI project.
