Kobe Rokko Island land lease: reading the preferred-bidder announcement

Read Kobe’s Rokko Island land lease at the preferred-bidder stage, separating announced rent, area and plans from contract terms requiring verification.

The points of this article

  • The 9 October announcement selects a preferred bidder; it does not confirm signing or opening.
  • Announced lease terms are 31,333 square metres for 20 years at JPY 82,719,120 per year.
  • Opening is planned for around August 2029; the legal lease form and end-of-term costs need further documents.

Status and verification date

Checked on 4 November 2026. Kobe announced a preferred bidder on 9 October. This record does not establish that a lease has been signed or that the facilities have opened.

This record covers the official documents accessible on 4 November 2026. Passing a planned date does not establish signing or opening. Check official announcements for later developments.

This record covers facts verified in the official selection, launch and call-for-proposals history announcements.

Announced terms

Kobe’s official announcement states that the only applicant was a consortium led by ウイングトワ株式会社, with アイナックフットボールクラブ株式会社 and 株式会社村上工務店. Company names follow the city’s Japanese announcement. The consortium scored 83.6 out of 100.

The plan includes an INAC Kobe main stadium for approximately 8,000–10,000 spectators, wellness facilities, restaurants and cafes, and a sports experience room. Opening is planned for around August 2029. The plan summary is labelled as planned, and the city notes that the completion image is a planning-stage rendering that may change.

Original site area and selected lease area

The city’s 1 June 2026 announcement described an original site area of approximately 43,739.77 square metres. The October selection announcement gives a lease area of 31,333 square metres. Without documents explaining the boundaries or measurement, the difference does not establish a simple reduction in the project.

The initial policy required cultural, educational, sporting or related attractions as the primary use, alongside commercial facilities such as food and retail accessible to everyone. These are policies for the call for proposals, not verified clauses of a signed lease.

The city’s results page records an amendment to the guidelines on 14 July. The original timetable anticipated the qualification review and presentation in late August and selection in mid-September. The results page instead records the qualification review and presentation on 1 September and selection on 9 October. This record does not treat the original planned dates as actual dates.

The current public link to the implementation guidelines could not be located. End-of-term demolition, restoration, cost allocation and the legal lease form remain unverified. This record does not fill those gaps with terms from other public-land leases.

What the announcement leaves open

Rent is not turnover or the city’s net profit. The announcement alone does not establish total construction costs, financial performance, or why only one applicant participated. Neither the sports use nor the 20-year term establishes or status. The legal lease form, commencement date and allocation of costs and risks need the call-for-proposals and contract documents.

See the Kansai comparison and public real estate (PRE) strategy guide. Higashi Yuenchi is a separate Kobe project; its legal structure should not be assumed to apply to this lease.

The launch page stated that the guidelines would be published during the distribution period ending on 31 July. No link to them appears on the three official pages checked as of 4 November. The next step is to ask the division named in the contact box at the end of the city’s results page(外部サイト、新しいタブで開きます) (都市局内陸・臨海振興課) whether the amended guidelines and detailed evaluation documents are publicly available or can be provided. Use documents obtained to record lease commencement, development deadlines, use restrictions, end-of-term obligations and cost allocation separately. Keep unsupported entries as questions. This page will be updated when an official contract or opening announcement is published, recording the date and source and keeping planned and completed actions separate.

Next verification

Check the next official publication about the lease or its planned signing. Once the amended call-for-proposals guidelines can be verified, this page will add the legal lease form, use restrictions and end-of-term cost allocation. The opening will remain recorded as planned for around August 2029 until an official source confirms it.

Verification log

  • 4 November 2026: rechecked the three official pages for first publication. Verified the selection announcement and plans; this check does not establish contract signing or end-of-term obligations.
  • 17 October 2026: checked the 9 October result, 1 June launch announcement and proposal history; distinguished announced terms and plans from contract conditions still unverified.
  • 11 October 2026: verified the relationship between the original site area and lease area, and between planned and actual dates, in the selection and launch announcements.
