Daito former Hojo Kindergarten: whole-site proposals and return conditions

Daito’s former Hojo Kindergarten consultation: whole-site proposals, lease-end return, uninvestigated site conditions and separate registration deadlines.

The points of this article

  • This is consultation on disposal or reuse terms, rather than an operator-selection competition.
  • Proposals must cover the entire site; a land lease requires cleared-site return at the end of its term.
  • Site-visit registration closes at 17:00 JST on 22 October; dialogue registration and proposals close at 17:00 JST on 8 December.

Status and verification date

Checked on 17 October 2026. Daito, Osaka Prefecture, published a for the former Hojo Kindergarten on 8 October. This is consultation to inform disposal or reuse terms, rather than a competition to select an operator.

Dates below are the announced timetable as checked on 17 October 2026. The passage of a date does not confirm publication of answers, completion of dialogue or that deadlines are unchanged. Check the official page and supplements before participating.

Whole-site proposals and available approaches

Section 3 of the implementation guidelines requires proposals covering the entire site; partial-site proposals are excluded. Section 2 records 2,130 square metres of registered land and 818.39 square metres of building floor area. Section 2 notes that the buildings are unregistered and that the stated floor area was not calculated under the rules required for registration.

Respondents may propose rental, sale of the land and buildings, or another approach with reasons. The city asks for desired terms and prices, rather than announcing a final disposal method. Ideas conditional on relaxing planning restrictions do not mean that relaxation has been approved.

Return obligations and unknown site conditions

Condition in the guidelinesWhat to check when preparing a proposal
Handover is generally as-is for rental or saleDifferences between records and the site, deterioration not visible on inspection, and expected repairs or removal
A land lease requires cleared-site return at the end of its termTreatment of existing and new buildings, and how the proposer would provide for demolition costs
The site is in a sediment-disaster warning area (debris flow)Effects on the intended use and necessary measures
Soil-contamination and buried-object investigations have not been conductedTiming of investigations and allocation of costs and responsibility if something is found
A disused septic tank and other equipment remainTheir location, condition and treatment on removal

Cleared-site return is a land-lease condition, not a universal condition for sale proposals. An uninvestigated condition does not establish that contamination exists or that every cost allocation has been settled. For a lease using the existing building, assess renovation during use and costs at the end of the term separately.

Daito requires whole-site proposals and cleared-site return at the end of a land lease. The site is in a debris-flow warning area; soil and buried objects have not been investigated

Separate deadlines

All times below are Japan Standard Time. These dates were checked against the official announcement and section 4 of the guidelines.

ProcedureDeadline or planned date
Site-visit registrationBy 17:00 on 22 October 2026
Site visit14:00 on 29 October, approximately one hour
QuestionsBy 17:00 on 29 October
Publication of answersPlanned for 6 November
Dialogue registration and proposal submissionBoth by 17:00 on 8 December
Dialogue18–24 December
Results summaryPlanned from January 2027 onward

Eligible participants are corporations or groups of corporations intending to use the site. Site-visit and dialogue registration are separate procedures. Both the entry sheet and proposal are due on 8 December; check the guidelines for the required documents and submission method. Section 5 states that participation will not count toward evaluation in any subsequent call for proposals.

Use the sounding design template, zero-response guide and market-research guide for general methods. The zero-response link does not imply that this survey has received no proposals.

Use the attached official site plan as a starting point for a whole-site proposal. Its note identifies it as a drawing from the 2013 major renovation works. Compare it with current conditions during the site visit and with the guidelines, and turn any differences into questions rather than assuming the drawing shows the present site. Compare rental and sale using separate entries for renovation, demolition, site investigations, disaster measures and end-of-term obligations, not just desired prices. Treat unspecified cost allocation as an open question. Dialogue will take place individually and in private. The city plans to publish a summary of the results and will not publish participants’ names (section 4). This page will be updated when the official answers and the results summary are published. Any later call for proposals should be checked against its own documents.
