Keeping something the area needs, or starting something new? Put the purpose into words first.
Who uses it, and who runs it?
The people who use it and the people who run it are not always the same. For each, separate what you know from what you do not.
What is missing before the next decision?
Documents on the building, questions for users, running costs, contract terms: write down what still has to be looked into.
This week's exercise
For the building you are working on, write one line each for the purpose, the users, who would run it, and what is unconfirmed. Wherever you cannot write the line is what to check next.
